A BILL

To prohibit the National Telecommunications and Information Administration from allowing the Internet Assigned Numbers Authority functions contract to lapse unless specifically authorized to do so by an Act of Congress.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Protecting Internet Freedom Act”.

SEC. 2. Findings.

Congress finds the following:

(1) The Department of Commerce and the National Telecommunications and Information Administration (in this section referred to as the “NTIA”) should be responsible for maintaining the continuity and stability of services related to certain interdependent Internet technical management functions, known collectively as the Internet Assigned Numbers Authority (in this section referred to as the “IANA”), which includes—

(A) the coordination of the assignment of technical Internet protocol parameters;

(B) the administration of certain responsibilities associated with the Internet domain name system root zone management;

(C) the allocation of Internet numbering resources; and

(D) other services related to the management of the Advanced Research Project Agency and INT top-level domains.

(2) The interdependent technical functions described in paragraph (1) were performed on behalf of the Federal Government under a contract between the Defense Advanced Research Projects Agency and the University of Southern California as part of a research project known as the Tera-node Network Technology project. As the Tera-node Network Technology project neared completion and the contract neared expiration in 1999, the Federal Government recognized the need for the continued performance of the IANA functions as vital to the stability and correct functioning of the Internet.

(3) The NTIA may use its contract authority to maintain the continuity and stability of services related to the IANA functions.

(4) If the NTIA uses its contract authority, the contractor, in the performance of its duties, must have or develop a close constructive working relationship with all interested and affected parties to ensure quality and satisfactory performance of the IANA functions. The interested and affected parties include—

(A) the multi-stakeholder, private sector led, bottom-up policy development model for the domain name system that the Internet Corporation for Assigned Names and Numbers represents;

(B) the Internet Engineering Task Force and the Internet Architecture Board;

(C) Regional Internet Registries;

(D) top-level domain operators and managers, such as country codes and generic;

(E) governments; and

(F) the Internet user community.

(5) The IANA functions contract of the Department of Commerce explicitly declares that “[a]ll deliverables provided under this contract become the property of the U.S. Government.”. One of the deliverables is the automated root zone.

(6) Former President Bill Clinton’s Internet czar Ira Magaziner stated that “[t]he United States paid for the Internet, the Net was created under its auspices, and most importantly everything [researchers] did was pursuant to government contracts.”.

(7) Under section 3 of article IV of the Constitution of the United States, Congress has the exclusive power to “dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States”.

(8) The .gov and .mil top-level domains are the property of the United States Government, and as property, the United States Government should have the exclusive control and use of those domains in perpetuity.

SEC. 3. Maintaining the IANA functions contract.

The Assistant Secretary of Commerce for Communications and Information may not allow the responsibility of the National Telecommunications and Information Administration with respect to the Internet domain name system functions, including responsibility with respect to the authoritative root zone file and the performance of the Internet Assigned Numbers Authority functions, to terminate, lapse, expire, be cancelled, or otherwise cease to be in effect unless a Federal statute enacted after the date of enactment of this Act expressly grants the Assistant Secretary such authority.

SEC. 4. Exclusive United States Government ownership and control of .gov and .mil domains.

Not later than 60 days after the date of enactment of this Act, the Assistant Secretary of Commerce for Communications and Information shall provide to Congress a written certification that the United States Government has—

(1) secured sole ownership of the .gov and .mil top-level domains; and

(2) entered into a contract with the Internet Corporation for Assigned Names and Numbers that provides that the United States Government has exclusive control and use of those domains in perpetuity.

It is not bigotry to refute any group that has shown by its very nature, its barbarism, a savagery of no equal, absent of judges, exclusions of any jury, no sign of reality or any actual law enacted by any rational human beings.

Everyone needs to ask her if she looking out for the children, where is the additional $19,000.00 the Figueroa's owes every one of the heirs, why did she file bankruptcy if she was looking out for the kids.

Anyone married to the heirs had a stake in this case. The estate of $600,000.00 if skillfully executed would have been worth $1,000,000.00 at the time of its dispersal. We all could have bought a house.

Make no mistake about it! had I not filed the initial lawsuit no one would see a dime. That's why the Figueroa's drove 19 hours from NYC to Florida to verify if i had died of a stroke under the guise that my eldest son, sent them.

Be advised, no one enjoys and gloats over the misfortune of others like Mildred and balless Cesar Figueroa. That is why he was knocked out in the first round by the late, Angel "Puff Puff" Ponce.

In closing, what I just wrote is not libel and slander on the Figueroa's, it is facts of life supported by reams of court papers and public record.

The Killer Inside Me DVD Review a must see

The Killer Inside Me (not for the squeamish) extremely violent. Casey Aflleck was perfect for the role. Jessica Alba, she is one of mt weaknesses, was phenomenal.

The Killer Inside Me is a 2010 American film adaptation of the 1952 novel of the same name by Jim Thompson.

The film is directed by Michael Winterbottom and stars The Killer Inside Me , Casey Afleck, Kate Hudson, and Jessica Alba. At its release, it was instantly reviled for its graphic depiction of violence and especially as it was directed toward women. To tell the truth I am not squemish, but i admit he violence was so intense that I had to pause the DVD and wait a hal;f hour before going back to the Movie.

At its premiere at the Sundance Film Festival in January 2010, Jessica Alba left the theater half way through the screening. It was said she actually had a airplane to catch.

At the emd of the film, someone stood and called to the films director, who was in the audience, saying: "I don't understand how Sundance could book this movie! How dare you? How dare Sundance?" The violence has colored most critical reviews of the film ever since. How dare you? I hate fascists.

I read somewhere the director was speechless and in shock at the reaction by a member of the audience.

In my opinion the world is violent, though tragic we have to face the fact that some people are serial killers. Some woman like pain and the dastardly deeds need to be exposed. Salvatore L. Didonato 1956 to 2010 a best friend

Sal L.Didonato, 1956-2010, lead guitarist for Gary's Gang, and one of my best friends, passed away just yesterday morning.

Our rock band together "Hot Ash" was the only group that could play "Stairway to Heaven" to the T, and how could we loose with Sal's vocal and guitar work.

Over the weekend 71 websites were seized by the Homeland security, for alleged copyright infringement. They know how to close down websites. So the Government closing down Bi torrent, lime wire and other sites, I believe is just a smokescreen.

So When they closed them down no one said anything because the are not torrent sites. They did this with no trials, no court order and no decisions even though there is a fine line between copyright infringement and free speech.

Oklahoma voters have approved a measure that would forbid judges from considering international law or Islamic law when deciding cases.

Republican Rex Duncan, the sponsor of the measure, called it a "pre-emptive strike" designed to close the door on activist judges "legislating from the bench or using international law or Sharia law."

Judge Malcolm Howard held the special weekend hearing to consider the GOP's accusation that the State Board of Elections knew about problems with the iVotronic voting machines and didn't address them.

"The state board's been aware of the problems with these machines for we don't know how long," said Thomas Farr, an attorney for the Republican Party. "We have every confidence in the voting systems that North Carolina has," countered Johnnie McLean, deputy director of the State Board of Elections.

Thirty-five of the 100 North Carolina counties used the machines in question during the early-voting period, which ended Saturday; 23 planned to use them on Election Day Tuesday. Ilario Pantano just lost by 30 percent?

Howard ordered that the Board of Elections must advise all counties that use the machines to post a "Voter Alert" and keep track of any complaints. When voters sign in at their polling place, they will see a sign which says:

* Touchscreen voting machines are sensitive
* A summary page will appear at the end of your ballot so you can review the choices selected. Carefully review your ballot to make sure your vote is accurately case.
* If you have any problems, please ask for help from a poll worker.

The Fool on the Hill Obama on Climate Change

Rolling Stone magazine, Obama lamented how the economic crisis contributed to this year's Senate stalemate over a comprehensive bill to cap carbon dioxide emissions and establish renewable power standards. for the first time, Obama publicly committed to trying again next year.
